In Far North Queensland’s Mareeba Shire, one organisation is showing how community resolve, coupled with strategic workforce innovation, can transform rural healthcare.

Mareeba and Communities Family Healthcare (MCFHC) was established in 2020, emerging from grassroots efforts to safeguard essential healthcare services in a region at risk of being left behind. Today, as a social enterprise, MCFHC is ensuring local care continues, while also raising the bar on what’s possible in rural health.

MCFHC has three core pillars: the Mareeba Medical Clinic, the Black Cockatoo Foundation, and the Mareeba Health Workforce Alliance. Each plays a critical role in strengthening local healthcare with a shared focus on building a resilient, place-based workforce.

At the heart of MCFHC’s model is a commitment to coordinated, multidisciplinary primary healthcare that directly responds to local needs. The Mareeba Medical Clinic exemplifies this, offering a full range of General Practice (GP) services delivered by an integrated multidisciplinary team. Since 2020, the clinic has expanded from 2.5 full-time equivalent (FTE) GPs to an impressive 6 FTE, leading to shorter wait times and better continuity of care, while supporting staff through reduced workloads and peer support.

This workforce expansion has allowed the clinic to extend beyond Mareeba itself. In 2025, it launched a new outreach service in Mutchilba, 37 kilometres from Mareeba, bringing essential care closer to residents who would otherwise face long, costly travel. It’s a clear example of how investing in a local workforce can remove access barriers and deliver more equitable care.

MCFHC recognises that health is shaped by more than just clinical services. That’s why it established the Black Cockatoo Foundation, which focuses on building community capacity and emotional wellbeing. One standout initiative is the Mareeba Mental Health Champions Network, which has trained 68 locals in accredited Mental Health First Aid since 2022. With 36 Champions active Champions still active, this growing peer support network ensures help is never too far away – even in moments of crisis.

This initiative also reflects a broader workforce philosophy: that healthcare extends beyond professionals and into the hands of empowered, training community members who are equipped to respond to local needs.

To tackle one of the most pressing barriers to rural healthcare, workforce shortages, MCFHC established the Mareeba Health Workforce Alliance (the Alliance) in 2020. This collaborative initiative brings together local healthcare providers, community leaders and stakeholders to co-design solutions that attract, train and retain health professionals in the region. Reinvigorated over the past year, the Alliance now focuses on flexible, place-based workforce models tailored to the needs of the Mareeba Shire, ensuring that health professionals are not only drawn to the region, but choose to stay.

In 2024, MCFHC took another major step forward by partnering with the National Rural Health Alliance (NRHA) to secure funding under the Commonwealth’s Innovative Models of Care (IMOC) Program. This led to the launch of the Primary Care Rural Integrated Multidisciplinary Health Service (PRIM-HS) pilot, a ground-breaking trial focused on collaborative, cross-sectoral care.

The Workforce Alliance plays an active role in guiding the pilot, ensuring it stays locally informed and workforce focused. From co-designed employment models and clinical governance reform to inter-agency collaboration, the PRIM-HS initiative is laying the foundations for a more sustainable, better-supported rural health workforce.

Through bold leadership, deep local partnerships, and an unrelenting focus on workforce sustainability, MCFHC is proving that rural healthcare can thrive, not in spite of its challenges, but because of its community’s ability to meet them head-on.

Growing our own rural mental health professionals

Rural mental health professionals face unique challenges – from professional isolation to high caseloads and limited peer support.
